Since 2000 Dr. Annette Windmeisser has held various positions in the German Federal Ministry for Economic Cooperation and Development, i.a. in policy and sectoral divisions, and became Chief Legal Counsel in 2013. She also served as head of development cooperation at the German embassies in Uganda and Brazil, and was appointed head of Climate Finance in 2021. In this position she is responsible for the German approach to the international climate finance architecture, representing Germany in the Climate Investment Funds, the Global Environment Facility and the Green Climate Fund. She also leads on questions around the New Collective Quantified Goal and in particular private sector mobilization, including carbon markets.
Dr. Windmeisser studied Law in Hamburg and UK, and after research in the South Pacific obtained a Doctorate from the University of Vienna under the supervision of Prof. Dr. Manfred Nowak (Ludwig Boltzmann Institute for Human Rights). Her thesis explores the impact of the human rights approach to development cooperation.
