Dr. Claudine Uwera is an economist and environmental policy expert serving as Senior Strategic Advisor in the Office of the Prime Minister of Rwanda.
She holds a PhD in Environmental Economics from the University of Gothenburg and has over two decades of experience in economic planning, public finance, and sustainable development.
Her work focuses on integrating biodiversity, ecosystems, and natural resources into national policy, planning, and investment frameworks to support green growth and climate resilience.
She previously served as Minister of State in charge of Economic Planning and Minister of State for the Environment, where she led reforms on environmental governance and sustainable development.
Dr. Uwera also served as Country Coordinator for Rwanda’s Natural Capital Accounting program under the World Bank WAVES Initiative, contributing to the development of practical tools that link environmental sustainability with economic decision-making in African economies.
