Is the evaluation risk-based or cost-effectiveness based?


The next question to consider is whether the evaluation is risk-based or cost-effectiveness based. If it is the latter, then there may be a greater emphasis on process-based, i.e. resource and output indicators. If the evaluation is risk-based, then methods for projecting risks must be applied.

Criteria checklist

1. You want to monitor and evaluate implemented adaptation actions.
2. The purpose of the evaluation is clear.
3. The underlying principles and evaluation criteria have been established.
4. Appropriate indicator types have not been identified.
5. The evaluation is national/regional scale.
6. As a next step you are faced with the question whether the evaluation is risk-based or or cost-effectiveness based.
