Once the choice of indicators has been made, the next decision node addresses whether you have considered who else needs to involved in the evaluation and how they will contribute. A key barrier to monitoring and evaluation can arise from difficulties that arise in ensuring continuous data collection needed for monitoring and evaluation. If this has not been considered, several methods and tools are available to clarify and address these barriers.

Criteria checklist

1. You want to monitor and evaluate implemented adaptation actions.
2. The purpose of the evaluation is clear.
3. The underlying principles and evaluation criteria have been established.
4. Appropriate indicator types have been identified.
5. As a next step you are faced with the question whether it has been considered who else needs to be involved in the evaluation and how they will contribute.
