Is implementing the plan within the (perceived) responsibility of the stakeholders identified?


The next question to ask is whether implementation of the plan is within the perceived responsibility of the stakeholders identified. If this is the case, and there is agreement regarding responsibilities, then you can move on to the consideration of capacities. If it is not the case, then several tools may be applied to address these barriers to implementation.

Criteria checklist

2. The phases of "Getting started" have been adressed.
3. There is agreement about which stakeholders need to be involved.
4. As a next step you are faced with the question whether implementing the plan is within the (perceived) responsibility of the stakeholders identified.
