Is there sufficient capacity to implement the option?

The next question to consider is whether there is sufficient capacity amongst the involved stakeholders to implement the option. If it is known that there is a high capacity of involved actors, e.g., if a capacity analysis has already been conducted, then you can consider the next question regarding an establishing a clear list of priorities. If capacity is insufficient, on the other hand, the next question to consider is whether specific capacity gaps have been identified.
