Are the options clear enough to define activities?


The next question to consider is whether the options are clear enough to define activities for involved actors.
A number of authors (Burton, 2002; Preston and Stafford-Smith, 2009) refer to the 'adaptation bottleneck' which happens when decision-makers have reached a high level of awareness of climate change in the general sense, and understand the case for adaptation but this understanding has not yet been translated into strategy and operations.
