Are there conflicting interests of private actors?


For situations that involve several actors an important additional criterion to be considered is whether these actors have conflicting interests on goals, decisions to be taken and outcomes. The inability to agree upon these can become a significant barrier to selecting adaptation options (Moser and Ekstrom 2010). In such a case practice approaches may be applied that seek to build consensus amongst stakeholders.
