Co-ordination challenges have a high possibility of stakeholders finding an internal solution and the public actor may influence this by communication instruments such as awareness raising and information sharing between the stakeholders. Behaviour analysis is the salient research approach in this case because it can help to inform and design more effective communication instruments, such as, awareness raising campaigns or stakeholder dialogs.
