success factors: The process requires good local knowledge and commitment by the local bodies: an effective steering function by the lead agency and pro-active involvement of all relevant sector agencies. A well-organized process, expert resources and local commitment are key for a successful implementation.
limiting factors: In many cities, data is lacking due to poor documentation and / or reliability of data. A hand-tailoring to specific city conditions might be necessary.
synergies to mitigation: The project promotes Integrated Climate Action planning, which includes both mitigation and adaptation. It identifies mitigation actions after analysing risks and opportunities for GHG emission reduction.
no regret / win-win option: This project promotes a participatory process in the integrated climate action planning. It increases the quality of the city's decission making process and in the city development planning in general.
project evaluation: The proposed climate change actions have been included in the formulation of the RPJMD, in in some cases affected the city existing development plan.
