The Climate Action Tracker (CAT) project is an independent scientific analysis that will track global action on climate change, in light of an unprecedented universal agreement to be reached in Paris in 2015 to limit global warming to 1.5 / 2°C. The CAT will provide the only real-time, comprehensive assessment of the implementation of the Paris agreement, encompassing commitments on greenhouse gas (GHG) emissions mitigation and their resultant effect on global temperature, climate finance, and sustainable development goals. For 30 representative countries, the CAT will evaluate how fair pledges are according to various effort-sharing proposals, how effective countries are in implementing their pledges, and ways in which countries can increase their level of ambition. The result will be an authoritative online resource that empowers a broad cross-section of stakeholders to advocate for the successful implementation of the Paris agreement.
'Undertake a transparent, publically available, scientifically rigorous, regularly updated assessment of: - The implementation of national pledges and preparation for implementation of INDCs for at least 30 representative countries; - The scale, sources, effectiveness and fairness of climate finance flows and consequences for global emissions; - The progress of countries against the UN Sustainable Development Goals, particularly as they relate to energy and climate; - The effectiveness of MRV provisions as they are applied by parties, particularly as they relate to LULUCF, REDD+, accounting and emissions reporting systems and international mechanisms; - All actions, pledges and/or commitments in the selected countries and whether they are compatible with limiting global warming to 1.5°C/ 2°C, based on a range of methods including equity principles, mitigation potential and decarbonisation indicators; - Options to increase the ambition of national pledges, including identifying the associated sustainable development co-benefits of mitigation options; - The aggregate quantity of all country pledges and/or mitigation commitments arising from the Paris agreement; - The expected global temperature increase in 2100, and the emissions gap between current ambition and the ambition required in the second commitment period of the Paris agreement to limit warming to 1.5°C/ 2°C.
Primary role of PIK is to assess the global aggregate effort implied by national policies and pledges. PIK will develop and maintain necessary tools and data, and perform analysis. PIK will also contribute to analysis of mitigation costs and project design.
