URBS PANDENS is funded by the European Commission (Contract No. EVK-CT-2001-0052) and carried out by a consortium of nine partners in seven European countries.

Main Objectives

URBS PANDENS will perform an integrated impact assessment of social, economic and environmental issues of urban sprawl in Europe including regulations, incentives, economic instruments, infrastructure measures a.o. This assessment is driven by finding robust answers to the following questions:
  • What aspects do characterize a single or few European pattern(s) of urban sprawl? What are common indicators and variables across Europe?
  • Does a generalized mechanism exist which governs the European pattern of urban sprawl and can this scheme be formulated in terms of a formal qualitative model?
  • What specifies supportable forward-looking scenarios of urban sprawl with respect to sustainable development? How can stakeholders be involved to assess these "sustainable scenarios"?
  • What constitutes best practices with regard to the management of urban sprawl?
